Progress Report, Aug 06: BACC (Bandung Ambulance Call Center)


We would like to report the progress of BACC (Bandung Ambulance Call Center) as follows:

1. We met Bandung Mayor Mr. Dada Rosada on August 22, 2006 and gave him our proposal, he supports us. He passed the proposal to the Chief of Health Division of Bandung City to be studied. GOOD PROGRESS.

2. Three hospitals agreed to join our BACC: Rajawali Hospital (West Bandung), AMC Hospital (East Bandung), Adventis Hospital (North Bandung). We are going to meet Immanuel Hospital (South Bandung). GOOD PROGRESS.

3. Dr. Tri Wahyu Murni (Head of Emergency Unit of Hasan Sadikin Hospital, Cardiac Surgeon) and Dr. Benny AW (Neurosurgeon) agree to support us as Medical Advisers. GOOD RESULT.

4. We have already had the easy-to-remember phone number: 911 - 23 - 911. GOOD RESULT.

Education for the Poor: HIGH QUALITY, LOW COST, WIDE SPREAD

This is very good example of distance learning between Institute Technology of Bandung and San Diego University, USA through CDMA2000 1X EV-DO technology (Pikiran Rakyat Newspaper, 8/26, page 9).

But, I am still dreaming to materialize this distance learning program for poor people -high quality, low cost, wide spread all over Indonesia.

I dream to make small internet huts (just looks like above picture but with very simple design) for pupils in rural and a portable gadget for airing lectures from qualified teachers in far distance location in big cities.

God sent me a good luck! Yesterday, 8/25 I discussed this possibilities with Ms. Linda Lubis of PSN (Pasifik Satelit Nusantara) a satellite-based telecommunication company in Jakarta. We are trying to work together to materilize the dream. PSN has the technology, one of them is binatechnology. It seems fit to our goal.

A. PROBLEMS
1. High mortality rate of accident victims in Bandung, Indonesia due to low response time of emergency/ambulance services.
2. No coordination amongst hospitals’ ambulance service.
3. No call center for emergency response.
Triyasa Mandiri Humanitarian Foundation is willing to make a call center to coordinate all ambulance in Bandung (12 hospitals).
We have been running a small emergency clinic (operates 24 hours) in Jl. Sutami No. 23, Bandung, ambulance service (1 unit) and medical services for the poor.

B. FLOW OF SERVICE

ACCIDENT/EMERGENCY -> call center -> nearest hospital -> ambulance -> ACCIDENT/EMERGENCY

C. COMMUNICATION INFRASTRUCTURE
Repeater in Tangkuban Perahu Mountain, North Bandung.
Each ambulance equips by HT (handy talky) to Call Center.

UN Convention Against Corruption


Indonesia has ratified UN CAC by Law No 7, 2006. Bribery and emblezzement by private sector is considered as corruption and subject to penal code. Very good news!

Stop Cigarette Expansion


Indonesian Government has no serious intention to stop cigarette expansion. Sampoerna/Philip Morris is building a giant cigarette factory in West Java, capacity: 9 billions cigarettes/year. It is truly a man made disaster!

Cut Prices for Generic Drugs


On July 17, 2006, Minister of Health, Republic of Indonesia reduced prices of 386 generic drugs. The branded generic drugs' prices should not set more than 3 times of generic drugs'prices. Good news for the poor.

Indonesia is a low income country but with the highest drug prices in the region. Irony.

Field Survey: Donation of Water Treatment Plant


On Thursday, 11 August 2006, Mr. Rusnandi Garsadi (Intitute Technology of Bandung), Dr. Pua (Indonesian Medical Association), Mr. Abdul Malik and his crews (Jakarta Municipal) and my self made a field survey to determine the location of water treatment plant (2 liter/second, IDR 130,000,000 ~US$ 14,500) to be donated to poor people in Jakarta slum area. We checked four locations in West Pademangan Village, North Jakarta about water sources (quality, debet, possible contamination), etc, etc. Second survey will be done in Lenteng Agung and Kampung Melayu areas.
Objective of the donation (from Institute Technology of Bandung & Indonesian Medical Association) is to provide clean water for 2,000 people and to support their community development.

We have not yet decided the location, estimated: end of August 2006, the plant will operate in decided area. This is a pilot project that can be easily duplicated by the communities under guidance of local government and us.

The Cheapest Distance Learning

Indonesia with 220 millions inhibitants, 16,000 islands, 6,000 km wide from west point (Aceh) to east point (Papua), a distance learning is the best tool for mass education. But due to poor country, low income, bad telecomunication infrastructure, high telecomunication cost, the distance learning as you see in this picture is almost impossible except for a few affluent people.

I tried to set up a distance learning program with minimum cost, it works between myself in Bandung and my friends in Surabaya, 30 people.

We use Yahoo Messenger for exchanging text and photo (voice, video, webcam are not possible, due to bad and low speed connectivity). We use mobile phone (GSM) for voice exchanging. My friends in Surabaya connected the mobile phone to converter and then to active speakers and the computer to LCD projector.

I have calculated the cost for this simple kind of distance learning (text, picture, voice) with excellent result:
Investment for gadgets for 1 Distance Learning Center (DLC): PC Rp 4,000,000 LCD Projector Rp 8,000,000 Mobile phone: Rp 1,500,000 Converter Rp 175,000 Active speakers Rp 350,000 TOTAL Rp 14,025,000 ~US$ 1,500.

Operation cost for 1 hour training: Connection to internet: 60 minutes x Rp 150/minutes = Rp 9,000. Mobile phone: 60 minutes x Rp 800/minutes = Rp 48,000. TOTAL Rp 57,000/hour ~US$ 7/hour.
